Leading & Learning is the theme for PAFPC’s 50th Anniversary Annual Conference. This conference provides the information/training on the law, regulations, and policies that focus on program implementation, monitoring, and fiscal account- ability. After 5 decades of following the same format, Susan McCrone, Chief of the Division of Federal Programs (DFP) at PDE, along with DFP staff and PAFPC’s Executive Committee, will make a significant change. The conference will begin with a Consolidated Regional Meeting where everyone will hear crucial DFP instead of attending various regional meetings. The First General Session will focus on key topics that provide the foundation of ESSA and UGG. Wrapping up the conference on Wednesday will be the individual Regional Coordinator Meetings where participants may ask any unanswered questions they may have.

The conference will center on the correct use of federal funds for programs with the primary focus on changes in the new Every Student Succeeds Act (ESSA) and the Uniform Grants Guidance (UGG). Leading and Learning requires networking together with PDE, IUs, district, school and business staff, and parents in order to share strategies in the creation of successful, effective and compliant programs.

Individual Concurrent Sessions will supplement the first general session and will fine tune the key topics as well as share learning experiences in the three familiar core areas:

• Technical Assistance with the Correct Use of Federal and State Resources
• Technical Assistance with Audit and Fiscal Compliance
• Technical Assistance with Effective Instructional Programs, Materials and Technology

The Audit and Fiscal Compliance Strand will focus on UGG and any fiscal changes created by ESSA for the business and fiscal staff (CPE hours are awarded). Vendor-sponsored sessions target one or more of the above core areas. Vendor staff present individually or collaboratively with districts that are using their products. Also—back due to popular demand—are Regional Meetings and Individual District Consultations.

Request for Proposals (RFP): All are encouraged to submit a Request for Proposal (RFP) for the 2018 Annual PAFPC Conference. RFPs may be submitted on a rolling basis, but no later than March 12, 2018 and will be reviewed as they are received. Selection and notification occur as they are approved.

The Northwest Tri County IU 5 will continue to offer Act 48 hours for sessions attended.

Every year, PDE’s Division of Federal Programs honors successful Title I students and schools. The Annual Conference Awards Luncheon recognizes distinguished Title I students from the Commonwealth. Top performing PA Title I schools are honored at the PDE/PAFPC ISP Conference held earlier in the year.
